Job Opening: Crime Scene Supervisor

Duties:


Under general supervision, leads a team of technicians engaged in the collection, photographing, tracking, handling and safekeeping of crime scene evidence. Supervises the daily activities of Crime Scene Technicians (CST); meets with CST's to schedule shift assignments and coordinate special enforcement issues; coordinates special public relations programs. Monitors CST's work, reviews and approves reports, develops staff skills, and evaluates performance. Updates and maintains procedures for the collection and handling of evidence, and establishes training guidelines and crime scene management standards; assists with training of Police cadets. Supervises maintenance of crime laboratory and evidence processing equipment; orders supplies and equipment as needed, and maintains inventory of forensic supplies for Department. Identifies, collects and preserves crime scene and accident scene evidence to aid in the prosecution of criminal and civil cases; documents and maintains chain of custody. Collects, develops, preserves, classifies and files latent fingerprints; conducts visual and physical analysis and comparison of crime scene latent prints to national fingerprint databases. Searches out, collects, preserves, logs, examines and secures evidence; documents all handling of evidence and property; maintains activity logs and generates reports as needed. Responds to emergency and non-emergency calls for service; assists with the identification of evidence at crime scenes; photographs persons, crime scenes and other areas related to investigations. Receives property and evidence from law enforcement officers; documents receipt of items, and maintains the chain of custody from intake. Packages and safeguards property and evidence; enters and updates data into computer system; transports evidence to Property Control Office. Develops case files and reports, and prepares technical and statistical reports. Prepares necessary documentation and evidence for court; may be required to testify in court. Assists and coordinates with other emergency services personnel, outside organizations and businesses, and Federal, state and local law enforcement organizations. Maintains the integrity, professionalism, values and goals of the Department by ensuring that all rules and regulations are followed, and that accountability and public trust are preserved. Must be able to work weekdays, weekends, and holidays on any assigned shift. Hours: Mon ? Fri, 8:00am ? 5:00pm. This is an On ? Call position. 


 


Minimum Standards & Essential Job Functions:


Associate's degree in Criminal Justice, Forensic Science, or a related field; AND four year's experience in crime scene investigation for a law enforcement agency; OR an equivalent combination of education and experience. Must possess certification for completion of forensic science courses from American Institute of Applied Science; successful completion of a background investigation and polygraph is required. Required knowledge of City policies and procedures; city, county, state and federal laws, regulations, codes and ordinances; federal and state laws and rules for the collection, storage, transfer and disposal of evidence and property; principles of accounting, record keeping and technical records management; criminal justice and court systems, procedures and protocols in Texas; investigative procedures and protocols for observation of critical details; fingerprint classification, latent fingerprint development methods, and forensic and laboratory procedures; local community issues and regional community resources available to citizens; and geography, roads, and landmarks of City and surrounding areas. Required skills in supervising staff, delegating tasks and authority, and evaluating staff performance; prioritizing multiple tasks, projects, and demands; promoting and enforcing effective forensic procedures and safe work practices; identifying, collecting, processing and preserving crime scene evidence; maintaining accurate evidence records and generating special and periodic reports; care, maintenance and safe operation of crime scene tools and equipment; technical photography and film processing; collecting, packaging and organizing numerous items of evidence in an orderly fashion for processing; working as a team member with other law enforcement and multi-jurisdictional agencies; interacting with people of different social, economic, and ethnic backgrounds; operating a personal computer utilizing a variety of technical and imaging software; and communicating clearly and concisely, both verbally and in writing. Work is performed indoors and outdoors, and at crime scenes as needed. Must maintain a level of physical fitness to meet Department standards. A valid driver's license with a good driving record required.  


 


Salary:$31,516.00 Annually

Job Opening: Crime Stoppers Coordinator

Crime Stoppers is a program where citizens, Police and the media work together to make our community a safer place to live.  


 


Duties:


Under general supervision, receives and disseminates confidential tip information received through the San Angelo Police Department Crime Stopper's Program to proper law enforcement agencies and assists detectives with research and analysis of criminal information and statistics. Manages the Crime Stoppers Program for the San Angelo Police Department; attends Crime Stoppers Board meetings as required and report on the progress of the program; develop and participate in public relations, fund raising, and profile enhancement/promotion activities for the Crime Stoppers program; receives and distributes confidential tips to proper law enforcement agencies; researches a variety of technical databases to assist in identifying and locating suspects, criminal associates and witnesses, including public source information searches and confidential internet intelligence database searches; maintains intelligence records, technical files and databases on individuals and groups of people involved in criminal activities; enters data, retrieves information and compiles statistics; maintains intelligence files in compliance with the state and Federal guidelines; assists Detectives with research and analysis of criminal information and statistics; processes and tracks arrest reports and other criminal justice agency documents; processes and writes intelligence reports; provides information within scope of authority; assists other law enforcement agencies with requests for information, maintains good liaison with other SAPD divisions, law enforcement agencies, and outside organizations, including the media; performs clerical and administrative duties in accordance with SAPD procedures and City policy, including data entry, record keeping, preparing and processing documents, and maintaining files; maintains the absolute confidentiality of all records and information;  and maintains the integrity, professionalism, values and goals of the Department by ensuring that all rules and regulations are followed, and that accountability and public trust are preserved. Hours: Mon ? Fri; 8:00am-5:00pm.


 


Minimum Standards & Essential Job Functions:


Must pass a 35 WPM typing test before an application will be accepted. High School Diploma or GED equivalent and two year's experience in a statistical and investigative research field, preferably in a law enforcement agency; computer skills in Microsoft Office Suite with experience in analyzing data and developing charts, graphs, and reports OR an equivalent combination of education and experience. Must obtain technical certificates in TLETS/NCIC computer system. Successful completion of a background investigation and polygraph is required. Required knowledge of City policies and procedures and functions, procedures, and policies of the Police Department; relevant Federal, state, and local laws, rules, regulations, codes and/or statutes; relevant computer hardware and software applications; principles of accounting, record keeping, case files and technical records management; social media: Facebook, Twitter, You Tube etc. Required skills in communicating effectively verbally and ability to write clearly, accurately, concisely, legibly, and with correct English grammar, construction, and spelling; excellent public presentation skills; establishing and maintaining effective relationships with officials, employees, supervisors, volunteers and the public; gathering, analyzing and organizing facts, evidence and complex data variables; maintaining accurate records; organization and management of local citizen's board; operating a personal computer utilizing specialized technical and database software, and entering information into a computer system with speed and accuracy; project planning, team building, group dynamics, problem solving, and facilitation; and promoting, coordinating, and organizing community events and fundraisers. Work is performed in a standard office environment. A valid operator's license with a good driving record required.

Press Release #033114(18)-Police Respond to Person with Weapon

Today, at approximately 11:52 a.m., San Angelo Police responded to the 2900 block of Waco Street for the report of a female subject who was reportedly walking in the roadway while holding a rifle.


 


Upon arrival, officers located the female subject who was carrying what appeared to be a rifle.  The woman was not pointing the rifle at anyone or making any threats.


 


Officers made contact with the woman and gave her multiple commands to drop the gun.  The woman, who initially did not respond to their commands, eventually dropped the gun and was taken into custody without incident.  The woman never made any threatening statements or movements towards the officers.


 


The woman, a 25-year-old San Angelo resident, was released to the custody of Tom Green County Mental Health Deputies.  The gun was determined to be a pellet gun.


 


No charges were filed.

Press Release #033114(17)-Southwest Apartment Damaged in Early Morning Crash

An apartment unit was damaged after the driver of a 2010 Chevrolet Camaro crashed into the unit's brick exterior early this morning.


 


Just before 8:00 a.m. this morning, San Angelo Police were dispatched to the Plaza Square Apartments located at 4001 Sul Ross for the report of a single vehicle crash with a building. 


 


Upon arrival, police located a 28-year-old San Angelo resident who had been operating the Camaro prior to the crash.  The woman, who was not injured in the crash, told police she drove into the parking lot and intended to stop when she became ill and stepped on the gas pedal instead of the brake pedal.  The Camaro then traveled over a retaining wall and into the apartment's brick exterior.  The apartment unit was unoccupied at the time of the crash. 


 


A spokesperson for the apartment complex said the estimated damages were approximately $100,000.

Press Release #032614(15)-Update to Officer Involved Shooting

The suspect involved in Monday's officer involved shooting incident, Charles D. Welborn, died yesterday evening while being treated at Shannon Medical Center.


 


At approximately 11:30 p.m. last night, March 25, 2014, Welborn succumbed to his gunshot wounds.  Welborn was transported from Shannon Medical Center to Lubbock, Texas for Autopsy.
