A 20-year-old man was arrested after he led police on a low-speed chase that ended with a standoff near a park in north San Angelo last night.
On Wednesday, April 16, 2014, just after 7:00 p.m., a representative from the Winters Police Department contacted San Angelo Public Safety Communications to request assistance with locating a man who was the subject of a Telephone Harassment Investigation. The man, identified as Derrik Juarez (DOB 11-15-93), was allegedly threatening to do harm and may have had a weapon with him. Winters Police further advised dispatch that Juarez was currently in San Angelo, driving a maroon colored Ford Focus.
Winters Police continued to update San Angelo Police about Juarez's potential whereabouts and during a search of the area, officers located Juarez's vehicle traveling near 19th and Chadbourne Street. Officers activated their patrol units? lights and sirens in an attempt to stop Juarez; however, Juarez refused to stop and led police on a low-speed chase that ended in a parking lot in the 2100 block of Martin Luther King Blvd, adjacent to Martin Luther King Park.
Officers attempted to negotiate a peaceful surrender with Juarez; however, Juarez refused to exit his vehicle and made several verbal threats towards officers. Out of concern for the park patrons? safety, police called for the evacuation of the park for the duration of the incident.
Winters Police Officers arrived to the location, and after several hours of negotiations, Juarez surrendered without further incident. A Tom Green County Sheriff Deputy assisted with the incident as well. A weapon was never located.
While en route to the Tom Green County Jail, Juarez complained of an injury and was subsequently transported to Shannon Medical Center by ambulance. After his release from medical care, Juarez was transported to the Tom Green County Jail and charged with Fleeing a Police Officer and Class B Misdemeanor Driving While License Invalid with Previous Conviction.

Ten cadets are one step closer to protecting and serving the citizens of San Angelo after graduating from local Police Academy.
On Thursday, April 17, 2014, at 7:00 p.m., the San Angelo Police Department's Basic Police Officer Class 2013-A will participate in a Graduation and Swearing in Ceremony at the McNease Convention Center located at 500 Rio Concho Drive.
The ten (10) graduates who will be sworn are; Abbey Click, Weston Crabtree, Shawn Curran, Matthew Faz, Kyle Green, Eric Hasty, Christopher Herrington, Ramiro Ramirez, Ethan Thomas and Tanner Tumlinson.
The cadets successfully completed an extensive one thousand and ninety-eight (1098) hour academy learning basic law enforcement skills. Following graduation, the Apprentice Police Officers (APO's) will participate in two (2) more weeks of department in-service training before being assigned to a sixteen (16) week Police Training Program. The Police Training Program is designed to teach the APO's how best to use the skills acquired in the academy and in-service training.
The cadets will also participate in the San Angelo Challenge that allows them to meet with and visit community leaders and service organizations that give back to the community. This gives them an outside perspective of what our community has to offer so that they in turn may put this knowledge to use when assigned to the patrol division.
The ceremony is open to the public.

On April 10, 2014, at approximately 6:48 p.m., officers responded to the Bella Vista Apartments located in the 4100 bolk. of Ben Ficklin Rd. for several reports of shots fired. Upon arriving on scene, Officers located a vehicle that had damage consistent with rounds fired from a handgun. The vehicle that was damaged was a 2012 grey 4dr Honda Accord.
Officers met with a female victim who was unharmed and not in the vehicle at the time of the incident. An all points bulletin was put out of suspect description to officers working patrol and the traffic control program.
Officers immediately began looking for a silver Chrysler Sebring. The vehicle was located at the Arden Ridge Apartments and the suspect, Mark Edwin Jones II (4-13-92), was quickly located in one of the apartments.
Det. Lynn Dye responded and an investigation led to Mr. Jones being arrested for Deadly Conduct.

A San Angelo Police Department Lieutenant, along with two hundred twenty-one other law enforcement officers, recently graduated from the FBI National Academy Program at Quantico, Virginia. The 256th Session of the National Academy consisted of men and women from 47 states. The class included members of law enforcement agencies from the District of Columbia, 23 international countries, five military organizations, and two federal civilian organizations.
Lieutenant Mike Hernandez, who oversees the San Angelo Police Department Community Services Division, was among the selected few chosen to attend his year's session.
Internationally known for its academic excellence, the National Academy Program, held at the FBI Academy, offers 10 weeks of advanced investigative, management, and fitness training for selected officers having proven records as professionals within their agencies. On average, these officers have 19 years of law enforcement experience and usually return to their agencies to serve in executive-level positions.
FBI Director James Comey was the principal speaker at the ceremony held on March 28, 2014. The graduating officers were represented by their class spokesperson, D.F. Pace, a Lieutenant with the Philadelphia Police Department in Philadelphia, Pennsylvania.
Training for the program is provided by the FBI Academy instructional staff, Special Agents, and other staff members holding advanced degrees, many of whom are recognized internationally in their fields of expertise.
Since 1972, National Academy students have been able to earn undergraduate and graduate credits from the University of Virginia due to the accreditation by the university of the many courses offered. Lt. Hernandez received 17 college credit hours relating to the following courses: Leadership for Law Enforcement, Spiritual Leadership in Law Enforcement, Public Speaking, and Contemporary Issues in Police Media Relations.
A total of 47,254 graduates now represent the FBI National Academy since it began in July 1935. Of this number, 29,741 are still active in law enforcement work. Less than 1% of all law enforcement in the world is invited to attend this academy.
