Police Searching for Additional Victims, Witnesses in Ongoing Indecent Exposure Investigation

Investigators with the San Angelo Police Department’s Criminal Investigations Division are seeking victims and witnesses to a reported incident of indecent exposure that occurred on Thursday, February 20, 2020, along Veterans Memorial Drive.  

At approximately 1:45 p.m., San Angelo Police were dispatched to the 400 block of Veterans Memorial Drive for the report of indecent exposure.  Call notes indicated a Hispanic male was sitting outside the restroom facilities with his pants down.  Units responded to the area but were not able to locate the subject and the complainant declined to meet with officers to provide additional information.  

At approximately 5:30 p.m., San Angelo Police were dispatched to the 200 block of Veterans Memorial Drive for the report of an unknown problem.  While on scene, Officers located the subject of the indecent exposure and detained him.  During the follow-up investigation, officers reviewed the video of the previously reported incident and attempted to locate additional victims and witnesses; however, no one was located. 

Based on the video provided to the investigating officers, the subject was issued a Citation for Class C Misdemeanor Disorderly Conduct Indecent Exposure, which Texas Penal Code Chapter 42.01 (10) defines as; exposes his anus or genitals in a public place and is reckless about whether another may be present who will be offended or alarmed by his act.  

The San Angelo Police Department’s Criminal Investigations Division is currently following multiple leads and any additional information would greatly assist with our ongoing investigation.  In the event the Department uncovers additional information through investigation or public assistance, the offender will be charged accordingly.    

The Department takes incidents of this nature very seriously; therefore, we are asking for any other victims or witnesses who were in the area and observed the incident or similar incidents to please contact Dispatch at (325) 657-4315. 

We are grateful for the individuals who have already come forward to assist with this investigation and we will continue to provide the appropriate resources to investigate these incidents.  Since this incident, Patrol Commanders have and will continue to provide saturated patrols in and around the City’s recreational areas.
