Chief Frank Carter was born and raised in San Angelo, Texas. After graduating Central High School in 1986, he joined the Texas Army National Guard where he completed 10 years of service, 3 of which were Active Duty on the Texas/ Mexico Border assisting the U.S. Customs Service. In 1992, Chief Carter was hired by the San Angelo Police Department. He was promoted to Master Police Officer in 1994, Sergeant in 1997 and Lieutenant in 2003. During his tenure, he has been assigned to the Patrol Division,K-9, Criminal Investigations, Lake/Airport Section,Patrol Commander for Adam Company and Sector 1.
Chief Carter was elected Chief of Police July 11th, 2016.
Chief Carter holds an Masters Officers License from the Texas Commission on Law enforcement Officers Standards and Education with over 2400 hours of credit.
