Press Release #061615(09)-Police Locate, Arrest Hit & Run Driver Involved in Morning Fatality

Just after 7:00 am on June 16, 2015, San Angelo Police responded to the 4500 block of the Houston Harte Expressway to investigate the report a possible dead body after a passerby observed someone lying in the grass by Cavender's Western Wear. 

 

Police responded to the location and located a deceased woman who appeared to have been struck by a vehicle.  Members of the Criminal Investigations Division, Crime Scene Investigations Unit, and Traffic Division responded to assist.  Investigators blocked traffic for several hours and collected several pieces of debris they believed came off the vehicle involved in the collision.  The pieces were identified as possibly coming from a gold-colored, late nineties or early two-thousands model Toyota Camry. 

 

Justice of the Peace J.P. McGuire officially pronounced the victim, later identified as twenty-three-year-old Gisele Jarmon of San Angelo, dead at the scene.   Jarmon's body will be transported to South Plains, Texas for autopsy.  

 

During the field investigation, police learned Jarmon had been reported missing by a family member just before 2:30 a.m. on June 16, 2015.  Jarmon, who was reportedly developmentally disabled, was said to have unknowingly left her residence sometime before midnight on June 15, 2015.  Jarmon lived in the 3900 block of Millbrook Drive.  Next of kin has been notified. 

 

By noon yesterday, police only had a possible make and model of the suspect's vehicle and no one had come forward to report the crash but the case broke around 1:30 p.m. when an anonymous person called to tell police about a damaged Toyota Camry parked at the Emerald Point Apartment Complex, 3433 Arden Rd.  The caller stated they were suspicious of the vehicle after hearing about this morning's crash on the news.

 

San Angelo Police Traffic Officer M. Gesch, who investigated this morning's crash, followed up on the tip and subsequently located a gold-colored 2001 Toyota Camry in the apartment complex's parking lot.  The vehicle had damage that was consistent with the evidence police recovered from the crash scene as well as Jarmon's injuries.  A short time later, the Camry's driver was located in a nearby apartment and identified as Michael Keene (DOB 01-11-95) of San Angelo. 

 

Keene was taken into custody and transported to police headquarters for questioning.  Subsequent to the interview, Investigators charged Keene with Felony 2 Failure to Stop and Render Aid.
