Press Release #041015(06)-Police Arrest San Angelo Man for Family Violence after Short Standoff

At approximately 11:29 am this morning, Police were dispatched to the 3300 block of Ridgemar Dr in reference to a domestic disturbance.  Upon arrival, Officers met with the 31 year old Hispanic female victim down the street.  She stated that her husband, Fabien Ortiz DOB 3-17-83, had assaulted her. 

 

Officers could see Ortiz getting in a car down the street to leave.  Officers drove down the street to prevent Ortiz from leaving so an investigation could be conducted.  When Officers arrived at his location, Ortiz rolled down the window of the vehicle and yelled that he had a gun.  He then rolled the window back up.  Officers took cover and began to try to talk with Ortiz.  After several minutes of trying to talk Ortiz out of the car and Ortiz having a phone conversation with the victim, he voluntarily exited the vehicle and was taken into custody without incident.  There was no gun located on Ortiz or in the vehicle.

 

Detectives Lajoie and Castro responded to the scene to conduct an investigation.  Through the investigation it was learned the victim and Ortiz had a verbal argument about relationship issues.  During the argument, Ortiz assaulted the victim by grabbing her by the throat and impeding her ability to breathe.  The victim was able to get away from Ortiz, but Ortiz was able to catch up with the victim and assaulted her again causing minor injury.  The victim was able to get out of the house and get to safety.  The victim did not require any medical attention.

 

Ortiz was transported to the Tom Green County Jail where he was charged with Assault Family Violence Impeding Breath or Circulation.
