Joint Agency Undercover Sting at Local Massage Parlors Results in Two Arrests

Over the course of several months, the San Angelo Police Department has received several citizen complaints regarding prostitution occurring inside two local massage parlors.  

Today, Investigators with the San Angelo Police Department’s Street Crimes Division (SCD), with assistance from Homeland Security Investigations Agents (HSI), conducted undercover operations at Sakura Massage, 1021 Caddo Street and Asian Massage, 3292 Sherwood Way. 

During the field investigation, SCD Investigators and HSI Agents interviewed massage personnel in an attempt to determine if the personnel were victims of Human Trafficking.  Based on those interviews, it was determined there was no evidence of Human Trafficking. 

At the conclusion of today’s operation, Prostitution was identified at one (1) establishment; however, both establishments were in violation of various statutes of Chapter 455 of the Occupations Code, which states [in part]; persons cannot operate as Massage Therapists unless they are properly educated and licensed by the Texas Department of State Health Services; licenses have to be openly displayed inside the business; and that it is a violation for the owner/operator to allow unlicensed Massage Therapists to work at a Massage Establishment. 

Hai Xiang Liu, 53, was charged with Class B Misdemeanor Massage Therapy License/Owner Violation.  Mei Fang Shi, 35, was arrested for Class B Misdemeanor Prostitution.  Both suspects were transported to the Tom Green County Jail.
