On August 24th, 2018, the San Angelo Police Department responded to Shannon Medical Center at approximately 3:15 pm for a report of a shooting victim. Information provided at that time was that the victim was a 2 year old child.
Investigation revealed that the shooting was an accident that resulted from another young child gaining access to a gun. No charges will be filed against that child, as per Texas law. The victim was flown to Cook Children’s Medical Center where he is still receiving treatment.
Subsequent investigation resulted in the issuance of an arrest warrant for 26 year old Juan Manuel Mata Jr. for Tampering with or Fabricating Physical Evidence, a Third Degree Felony. Pursuant to that portion of the investigation, the firearm that was involved in the shooting was located.
Mata was arrested on August 25th, 2018 and booked in on the listed charge. This is an ongoing investigation and more charges may be forthcoming.
On August 21, 2018, San Angelo Police were dispatched to the 2400 block of Abilene Street for the report of an unwanted subject.
Officers arrived and made contact with the subject, who stated he was charging his cell phone in his neighbor’s carport because the electricity to his residence had been disconnected. The subject was identified as 24-year-old Estevan Rubio.
During the contact with Rubio, Officers learned Rubio’s 2-year-old son was unsupervised inside the residence. Officers requested to check the child’s welfare but Rubio denied them entry. When Rubio opened his front door to retrieve this son, Officers smelled a strong odor of marijuana emitting from the residence. When Rubio came back outside with his son, the Officers noticed the child was covered with insect bites.
Fearing the child was endangered; Officers requested a response from Child Protective Services. In addition, Officers requested a response from the Street Crimes Division (SCD) and a search warrant for the residence, issued by Justice of the Peace J.P. McGuire, was obtained.
Once inside, SCD Detectives discovered a filth-ridden residence along with several ounces of suspected powder cocaine, Xanax, ecstasy, and marijuana. Over $1,000.00 in U.S. Currency was also located and seized.
Rubio was ultimately charged with First Degree Felony Manufacture Delivery of Controlled Substance Penalty Group 1 and Third Degree Felony Possession Controlled Substance Penalty Group 3.

This morning, the San Angelo Police Department’s Traffic Section conducted a School Zone Traffic Enforcement Operation utilizing LIDAR in numerous school zones throughout San Angelo from 7 – 8 am. Following the School Zone Operation, LIDAR Traffic Enforcement targeting high crash areas was conducted in the 5100 block of Knickerbocker, 1000 block of S. Abe, and the 3400 block of Sherwood Way from 8 – 10 am. From 9:30 am – noon, additional LIDAR Traffic Enforcement was conducted targeting the 4200 block of Houston Harte.

Just after 11:00 a.m., a San Angelo Motors Section Officer that was running LIDAR enforcement in the 4400 block of the W. Houston Harte Expressway observed a vehicle traveling over 100 MPH in a 65 MPH zone.
The Officer attempted to conduct a traffic stop on the vehicle by activating lights and sirens; however, the driver failed to stop, continued at high speeds, disregarded traffic lights, and traversed across highway medians in an attempt to evade. Due to the high rate of speed and out of concern for public safety, a pursuit was not initiated.
When the Motors Officer came to the area of College Hills Blvd. at the frontage road, several citizens alerted the Officer to the suspect’s vehicle, which was disabled under the bridge in the turnaround lane. The alert citizens also told the Officer that the suspect fled on foot after his vehicle collided with one of the bridge’s concrete support pillars. Traffic in the turnaround lane was temporarily diverted until the disabled vehicle, a 2007 Buick Rendezvous, was towed from the scene.
Additional responding Motors Officers that converged on the area were directed by more citizens to the suspect’s direction of travel. The suspect, later identified as 23-year-old Thomas Ray Rose, Jr., was subsequently located at the intersection of Forest Trail and Sunset Blvd. and taken into custody without incident.
Rose apologized for running from the Police and requested medical assistance. He was transported to Shannon Medical Center for evaluation. Upon release, Rose was transported to the Tom Green County Jail where he was booked in for County Warrants, Evading Arrest Detention with Vehicle, Duty Upon Striking Fixture/Highway Landscape, Possession of Drug Paraphernalia, and Class B Misdemeanor Possession of Marijuana.

August 20, 2018 — A San Angelo teen was arrested for Class A Misdemeanor Deadly Conduct after he crashed his Ford Truck through a residence in Bluffs subdivision late last night.
Just before midnight, San Angelo Police were dispatched to the HEB located at 5502 Sherwood Way for the report of a reckless driver. The vehicle, described as a white pickup truck, was reportedly doing donuts in the parking lot and narrowly missed colliding with the gas pumps before it fled north on Highway 2288.
Minutes later, Police were dispatched to a residence in the 1000 block of Hunters Glen Road for a possible structure fire. Upon arrival Police located a white 2010 Ford Truck that had driven through the home’s a corner bedroom. Although the home was occupied at the time of the collision, no one was in the room that sustained damage and what initially appeared to be smoke was determined to be dust and debris caused from the collision.
A witness that was walking a dog in the area told Police the truck was traveling at a high rate of speed just prior to the collision.
The suspect, identified as Nicholas S. Garza, 18, was located at the scene and transported to the Tom Green County Jail following the field investigation.
Preliminary damage was estimated to be upwards of $50,000.
