A barefoot burglar and his accomplice were arrested yesterday after they were located inside a local restaurant, thanks to citizens who alerted police to their whereabouts.
Shortly after 5:15 yesterday, San Angelo Police were dispatched to a burglary in progress at a residence located in the unit block of West 15th Street. While enroute to the call, responding officers received information that two white male suspects fled the residence and headed south on foot in the direction of 14th and Chadbourne Streets. The suspects were described as wearing green and gray T-shirts. One was also described as being bald and barefoot.
Officers who responded to the area of 14th and Chadbourne and were flagged down by a citizen who saw the men and direct officers to the Hidalgo's restaurant located at 1315 N. Chadbourne. Officers T. Dietz and J. Jones entered the restaurant and discovered the men attempting to conceal themselves in one of the booths. One of the men was bald and not wearing shoes. Both men were taken into custody and identified as Victor J. Spence (DOB 7-14-87) and Lukas T. Morton (DOB 12-27-92) of San Angelo. Police also seized a blue backpack from under the booth where the men had been seated.
Subsequent to the investigation, police learned the men had burglarized the residence and fled after being confronted by people who arrived to check on the property. During a search of the backpack, police located miscellaneous property that was confirmed to have been stolen from the residence. Those items were returned to the owner.
Spence and Morton were both charged with Burglary of a Habitation and transported to the Tom Green County Jail.

A 27-year-old San Angelo man who broke through a bathroom window trying to escape apprehension from police remains hospitalized at Shannon Medical Center in stable condition.
Police initially responded to a residence in the 500 block of Baker Street for a Civil Disturbance just before 8:00 a.m. today. Once on scene, San Angelo Police assisted a City Marshal with unwanted subjects who were on the property.
Officers made contact with a 33-year-old female unwanted subject. She was identified and taken into custody by the Marshal and later transported to Municipal Court to settle eight (08) outstanding City Warrants.
Upon entering the residence, the Marshal reportedly located the male suspect and attempted to identify him. During the contact, the man repeatedly pushed his back against a bathroom window in an attempt to break the glass to escape. Officers ordered the man to stop but the man refused to comply, broke through the window, fell to the ground and ran north through a field.
Officers and the Marshal pursued the man and located him lying in cactus and bleeding from severe lacerations he sustained when he broke through the window.
Officers and the Marshal provided first aid to the man until Medics arrived and transported him to Shannon Medical Center.
During a search of the man's clothing for identification, officers located a small amount of Marijuana and two separate bags of a substance that later field-tested positive for approximately 2g of Methamphetamine.
Charges are pending following the man's release from medical care. This is an ongoing investigation and no other information is available at this time.

James Bruce Deskins, Jr. (DOB 04-08-78) and Chelsey Rene Rutherford West (DOB 01-27-91) of San Angelo are being held on bond at the Upton County Jail in connection to an Aggravated Robbery that occurred on September 28, 2014, at a San Angelo Walmart.
Crocket County Sheriff's Deputies spotted the pair, who allegedly fled to Ozona sometime after the incident, at a convenience store on September 29. The pair was charged with Aggravated Robbery and additional outstanding warrants.
The Arrest Warrants were obtained after an investigation identified the pair as suspects who allegedly injured a Walmart employee while committing a theft from the store. Their identity was learned after the initial responding Patrol Officer, T. Burkes, developed information from the vehicle's license plate. Officer Burkes later obtained photographs of Deskins and West from the Crocket County Sheriff's Office. Their photographs matched the identity of the suspects recorded on the store's surveillance system.
The store's surveillance video showed West had parked a maroon Chevy Suburban in the fire lane area located outside of the store's garden center. West then exited the vehicle, opened the back hatch and then re-entered the vehicle and Waited for Deskins. Soon after, Deskins ran out of the garden center and jumped into the back of the Suburban. The video also shows where a female Walmart employee ran after Deskins and attempted to retrieve the stolen merchandise as the back hatch of the vehicle was pulled down by Deskins. The employee was drug for a short distance before falling free of the vehicle. The employee was treated at a nearby hospital for a broken arm.

National Night Out is a great opportunity for communities nationwide to promote police-community partnerships, crime prevention, and neighborhood camaraderie. While the one night is certainly not an answer to crime, drugs and violence, National Night Out represents the kind of spirit, energy and determination to help make neighborhoods a safer place year round. NNO is about networking and connecting with like-minded people who all want the same thing, to ensure his or her community is a safe place to live and play. There is no better way to do this than to get to know some of the people who live around you.
Sir Robert Peel, considered to be the father of modern policing once said, ?Police, at all times, should maintain a relationship with the public that gives reality to the historic tradition that the police are the public and the public are the police; the police being only members of the public who are paid to give full-time attention to duties which are incumbent upon every citizen in the interests of community welfare and existence.?
In other words, Peel was saying we are all responsible for the policing of our community. So how can you become a police-community partner? One way is by getting to know your neighbors and watching over their property. By them doing the same for you, and by keeping our possessions locked up, we are all doing a form of police work and keeping our neighborhoods a little more crime free.

A 36 year old San Angelo Woman, who claimed to be the victim of an assault, was found to have fabricated the incident.
At approximately 3:00 pm yesterday, San Angelo Police received a 911 emergency call in reference to an assault in the 1100 block of east 21st Street. Upon arrival, Officers located a woman with injuries to her lower left leg. The woman claimed to have been assaulted with a knife by a male acquaintance. The woman was transported to Community Hospital for non- life threatening wounds.
Shortly after the initial 911 call was placed, San Angelo Police Detectives located the male acquaintance at his workplace and confirmed he was not involved in the assault. Further investigation showed the wounds on the woman were not consistent with her account of the incident and police believe the wounds may have been self inflicted.
A charge of making a false report to police may be filed at a later time.
