On June 11, 2015 at 11:16 pm, San Angelo Police responded to the 200 block of E 12th Street for a domestic disturbance. It was reported Juan Fernandez DOB 11-28-89 had assaulted his 21 year old girlfriend, had a gun, and was making threats to harm himself.
When Officers arrived, contact was made with witnesses who stated Fernandez had a gun. Fernandez and his girlfriend were still inside. Due to Fernandez having a gun, making threats to harm himself, and the victim still being inside and possibly being in danger, a perimeter was established around the house and the SWAT and Crisis Negotiation Teams responded to the scene.
Members of the Crisis Negotiation Team were able to make contact with Fernandez by phone and he eventually agreed to go outside. At 1:53 am, Fernandez exited the residence and was taken into custody without incident.
After further investigation, Fernandez was transported to the Tom Green County Jail where he was charged with Assault Family Violence causing Bodily Injury. A gun has not been located at this time. An air-soft pistol that had the appearance of a real gun was located in the residence.
The victim had minor injuries and was not treated at the scene.
Savannah Solis, who recently gained national media attention for making hundreds of handmade thank-you cards for law enforcement officers after two NYPD Officers were slain in Brooklyn last year, will be in San Angelo next week.
Ten-year-old Savannah, of Tyler, Texas will visit the San Angelo Police Department on Tuesday, June 16, 2015 to deliver a presentation to Law Enforcement Officers. The event will take place at 10:30 a.m. in the Chief's Conference Room, 401 E. Beauregard. The event is open to the media.
Savannah's quiet admiration for law enforcement started at a young age and she and her family expressed their gratitude by delivering cupcakes to Chapel Hill Police in her church's parking lot. Upon hearing of the murders of NYPD Officers Rafael Ramos and Wenjian Liu, Savannah was inspired to take her message of gratitude to the next level; making hundreds of thank-you cards for New York officers as well as police throughout Texas.
Word of Savannah's message has traveled quickly and her story circulated through National Press. She has since been honored by the Texas House of Representatives and Governor Greg Abbott and she has traveled to New York, Austin, New Orleans, and London to deliver her message and cards to law enforcement.
Savannah recently started the ?Savannah Challenge? and travels to Texas schools to encourage others to make thank-you cards. To date, over 90,000 children have taken the challenge.
Savannah has continued to stay true to her mission; to honor her heroes by letting them know they are appreciated and to inspire her peers to do the same.

On June 10, 2015, San Angelo Police Detectives with the Criminal Investigations Division received information about the whereabouts of wanted suspect Alvie Paul Sisk, Jr. (DOB 04/28/77) of San Angelo. Sisk recently became a person of interest to the Department after receiving several anonymous tips about Sisk's advertisement to sell a large inventory of suspected stolen bicycles via local Facebook Groups.
Sisk was also the subject of a Warrant for Parole Violation and a Felony Go Off Bond Warrant for Theft of Property $1,500-$20,000 related to his involvement in a recent bicycle theft case at Angelo State University.
Investigators with the Department's Specialized Operations Section (SOS) along with Detectives from Angelo State University Police and the Tom Green County Sheriff's Office went to a residence at the Cactus Lane Mobile Home Park located in the 700 block of Cactus Lane in an attempt to locate Sisk. While conducting surveillance at the location, detectives observed eighteen bicycles alongside several damaged cable locks.
Sisk, who was not initially observed at the location, arrived a short time later. He was arrested for the outstanding warrants and transported to the Tom Green County Jail without incident.
The bicycles and cable locks were seized and Detectives are trying to determine if they match ones that have been reported stolen from ASU or the surrounding area.
This is an ongoing investigation and additional charges may be filed.

At approximately 3pm this afternoon police units were dispatched to apossible drowning in the Concho River near the Riverstage. Officers made contact with several witnesses who stated that a man had fallen into the water. One witness stated the man came up several times and appeared ok. Witnesses saw the man resting near a stone pillar near the Chadbourne Street Bridge. A witness stated that the man then went under and did not reappear. Several witnesses attempted to locate the man but were unsuccessful.
Members of the SAFD arrived and entered the water. They were ableto locate the victim who was unconscious. The victim was transported to Shannon Hospital where he is in critical condition. It is believed the victim was under water for a period of 15 to 20 minutes.
The victim was identified as Oscar Longoria, 7/7/53.
On June 6th, 2015, officers were dispatched to the parking lot of 1616S. Chadbourne in reference to an armed robbery that had just occurred. The victim advised that he was approached by a Hispanic male who placed a knifenear his stomach demanding his cell phone, wallet, and jewelry. Thevictim and his companion both complied with the demands from the suspect. The victim pointed out the suspect vehicle to off duty security as the vehicleleft northbound on Chadbourne.
The suspect attempted another robbery in the 200 block of S.Chadbourne. As the officers were gathering information on the secondrobbery attempt Officer Ethan Thomas observed a vehicle matching the suspectvehicle pass by. A very short pursuit ensued until the suspect vehiclecollided with a curb at Oakes and Beauregard. The suspect fled on footnorthbound and was captured outside of Shannon Hospital.
The suspect was identified as Orlando Govea, 10/2/1986. It wasconfirmed through the investigation that Govea was the suspects in the previoustwo events. Govea was booked for Assault by threat, Evading, AggravatedRobbery, and city warrants.
