Vincent Salcedo (DOB 06-05-79) was charged with Assault on a Public Servant Causing Injury, Interference with Duties of a Public Servant, Resisting Arrest, and Public Intoxication after he interfered with an investigation and assaulted a San Angelo Police Officer Saturday morning.
Officers initially arrested V. Salcedo for Public Intoxication and interfering with a Hit and Run Crash Investigation they were conducting in the 200 block of W Avenue U on August 1, 2015, at about 12:30 a.m. involving a possible intoxicated driver who struck a parked trailer.
Officers first encountered Salcedo at the scene, standing in the roadway by a damaged trailer. Salcedo, who appeared to be intoxicated at the time, first denied knowledge of the incident but then told police an unknown person moved the trailer. Police later learned the alleged hit and run suspect, Daniel Salcedo, left the scene prior to their arrival.
During the investigation, V. Salcedo repeatedly interfered and verbally harassed Officers. Officers issued V. Salcedo verbal warnings to stop interfering but he disregarded the warnings, and at one point, used his body to physically block one officer who was trying to photograph the scene.
When Officers advised V. Salcedo he was under arrest for Interference, he became combative and resisted arrest. After a brief struggle, Salcedo was taken into custody but remained uncooperative and refused to stand or walk until he complained ants were biting him. One Officer who was trying to Move Salcedo to provide aid for his ant bites was kicked in the knee. The Officer was transported to a local hospital, treated for his injuries and released.
Police arrested Daniel Salcedo later that afternoon in an unrelated incident after he led police on a high-speed chase. Police Radar clocked a 2001 Chevrolet Tahoe speeding more than 10 MPH over the posted speed limit in the 1000 block of Glenna Drive. The vehicle's driver, later identified as Daniel Salcedo, Jr. (DOB 04-29-73), refused to stop for a traffic stop and fled at speeds in excess of 85MPH. The pursuit ended at the Plaza Del Sol Apartment Complex, 4375 Oak Grove Blvd., when D. Salcedo exited his vehicle and ran. Officers located D. Salcedo inside a family member's apartment a short time later and took him into custody without incident.
D. Salcedo was charged with Evading in a Motor Vehicle and issued multiple traffic citations. D. Salcedo was not charged with the Hit and Run on Avenue U because the registered owner of the trailer declined to file a report.

The body of a deceased male found in a parked SUV at a local restaurant Saturday night has been identified as 30-year-old Tyler S. Howe of San Angelo.
Howe was located inside a 2015 Jeep Cherokee Latitude that was parked behind Church's Chicken, 3006 Knickerbocker Road on August 1, 2015.
Several Patrol Officers secured the scene while the Crime Scene Investigations Unit and Detectives with the Criminal Investigations Division conducted the investigation. Justice of the Peace Eddie Howard responded and ordered Howe's body sent for autopsy. At this time, the cause of death is unknown.
Police were dispatched to the location around 8:22 p.m. for an unknown problem. Upon arrival, officers spoke with a witness who said he called police after noticing a person's feet, upright in the Jeep's driver's seat. The male witness told officers he then approached the vehicle and noticed what appeared to be a dead body inside. Restaurant employees told detectives they observed the parked Jeep several hours before police were called to the scene.

A young man was struck and killed while riding his skateboard in a Fort Concho neighborhood early this morning and police are searching for the hit-and-run driver.
The San Angelo Police Department has identified the victim as 21-year-old Joe Carlos Lopez of San Angelo.
Police were dispatched to the 1300 block of South Chadbourne around 2:30 a.m. this morning for the report of an unconscious person in the roadway. Upon arrival, officers spoke with a passerby who said they observed a skateboard in the road and what appeared to be a body nearby.
San Angelo Police Traffic Investigators, Criminal Investigations Division Detectives, Crime Scene Investigations, and San Angelo Fire Department Medics responded to aid with the investigation. Justice of the Peace E. Howard responded and pronounced Lopez deceased at the scene.
Motors Investigators determined Lopez was struck by a vehicle that was southbound on Chadbourne Street near E. Avenue I while riding his skateboard in the outside lane. The driver did not stop to render aid or call authorities.
Evidence at the scene suggests the suspect vehicle may be a late-nineties to early two-thousand model Ford Pickup or Explorer with damage to the headlight area.

Stephano Miguel Culbreath (DOB 07-06-69) of San Angelo has been charged with the murder of twenty-four-year-old David Titus, who was shot to death in north San Angelo last weekend.
This evening, San Angelo Police Detective Jeremy Cannady presented a formal Complaint for Murder to Tom Green County Justice of the Peace, Fred Buck. The Complaint named Culbreath as the suspect responsible for the July 25 shooting death of Titus in the roadway of the 200 block of W 13th Street. Culbreath has been in custody at the Tom Green County Jail since July 25 on drug charges stemming from the original investigation.
Culbreath surfaced as a person of interest early on in the investigation after police received information about a man driving a maroon Chevrolet Suburban near Titus about the time of the shooting. Shortly after the homicide investigation began, Detective Adrian Castro was canvassing the neighborhood when he observed a maroon Suburban driven by a male subject near the crime scene. Detective Castro noted the driver, later identified as Culbreath, appeared to be preoccupied with the police activity. Detective Castro became suspicious, recorded the license plate, and relayed it to the Department's Special Operations Section (SOS) for follow-up.
Within four hours of the initial dispatch call, Detectives with the Special Operations Section located Culbreath and arrested him for Possession of a Controlled Substance PG1 1-4G after locating Methamphetamine inside the Suburban.
Crime Scene Technicians responded and conducted GSR Tests on Culbreath and the Suburban in an effort to detect the presence of gunshot residue. Both presumptive tests resulted in positive results. Official laboratory results are pending. Police also located an area of the vehicle's front bumper that was consistent with marks observed on Titus's damaged bicycle.
Investigators believe Culbreath was pursuing Titus with the Suburban and struck Titus's bicycle before he shot Titus at the location. Culbreath and Titus were said to be acquaintances.
A Medical Examiner from South Plains Forensic Pathology has stated Titus's death was the result of a single gunshot wound to the neck.

Angelo State University Police Department will be hosting an area wide emergency drill this Wednesday, July 29 from 10AM-12PM. The drill will take place in Plaza Verde Hall, Building 1 located in the 1900 blk of S. Van Buren. Those participating in the drill will include ASU Police, the San Angelo Police Department, the San Angelo Fire Department, and Goodfellow AFB.
