San Angelo Police are investigating a crash that resulted in serious injuries and over $20,000 in property damage after a street-racing incident near Angelo State University last night.

At approximately 7:40 p.m., San Angelo Police Officer D. Welch observed two vehicles racing west at a high rate of speed in the 2700 block of W. Avenue N. Officer Welch pursued the vehicles with lights and sirens but lost sight of one of the vehicles after it turned onto Colorado Avenue at a high rate of speed. Officer Welch continued his pursuit of the second vehicle, a gray 2015 Ford Mustang, until the vehicle's driver stopped at Sherwood Way and A & M Avenue. The driver was taken into custody and identified as 19-year-old Hayden R. Archer. Based on statements made by Archer, Archer was charged with Racing on a Highway and transported to the Tom Green County Jail.

A short time later, San Angelo Public Safety Communications received a report of a major motor vehicle crash with injuries at S. Campus Street and Colorado Avenue. Officers and San Angelo Fire Department Medics arrived and located the driver of a black 2005 Ford Mustang suffering from incapacitating injuries. The driver, later identified as 25-year-old Christopher Segura, was transported by ambulance to Shannon Medical Center where he underwent emergency surgery for multiple injuries, including several broken bones. It was later learned Segura was the driver of the second vehicle involved in the racing incident.

During the crash investigation, Investigators learned that after Segura disengaged from the street-race with Archer, he traveled eastbound on Colorado at a high rate of speed where he collided with a black 2008 Toyota 4Runner SUV located in the 2500 block. The force of the collision caused the 4Runner to flip on its side and collide with a maroon 2003 GMC Envoy SUV. The force of this secondary collision caused the Envoy to travel to the front yard of a residence approximately three houses away. Both the 4Runner and Envoy were parked and unoccupied at the time of the crash. It was also learned that prior to the initial crash, Segura nearly collided with the driver of a vehicle after he disregarded a yield sign at Campus Blvd. and Colorado.

Segura was not wearing a seatbelt at the time of the crash and the extent of his injuries is unknown. Archer reportedly told Officers he was traveling about 80 miles per hour during the race. Charges against Segura are pending.

Yesterday, Sunday February 14, 2016 at 2:55 pm, San Angelo Police were sent to assist DPS with a vehicle pursuit coming into town from Grape Creek. San Angelo Police were not actively involved in the pursuit but did assist in setting up a perimeter and locating the suspects when the pursuit ended in the parking lot of Firestone in the 4300 block of Southwest Blvd.

The suspects, 22 year old Philip Lafleur and 21 year old Candice Vidrine, fled on foot toward the old Kmart parking lot. Both Lafleur and Vidrine were located hiding in a drainage ditch. They were taken into custody without incident. After being taken into custody, a handgun was located on Lafleur's person. A second handgun belonging to Lafleur was located on the ground nearby.

It was learned the vehicle, a black 2003 Ford F-150, Lafleur and Vidrine had been operating during the pursuit had been stolen from the parking lot of 614 W 29th Street shortly before the pursuit began. Contact was made with the owner of the vehicle and it was returned to the owner.

Lafleur and Vidrine were transported to the Tom Green County Jail. Vidrine was charged with Unauthorized Use of a Motor Vehicle. Lafleur was charged with Evading in a Motor Vehicle, Felon in Possession of a Firearm, and Unauthorized Use of a Motor Vehicle as well as outstanding warrants. DPS filed the Evading in a Motor Vehicle charge and the San Angelo Police Department filed the remaining charges.

Last night, 47 year old James Paul Hall, was arrested for Intoxication Assault stemming from a traffic crash where two people were injured and transported to Shannon Medical Center.

Yesterday, February 11, 2016, at approximately 8:30 pm, San Angelo Police responded to a motor vehicle crash in the 2800 block of N Chadbourne. A white 2000 Dodge Ram, operated by 47 year old James Hall, was northbound on Chadbourne and a white 2007 Chevrolet Cobalt, operated by 18 year old Jesikah Dominguez, was southbound on Chadbourne. Hall attempted to make a left turn into a private business in the 2800 block of Chadbourne and the vehicles collided.

After the initial collision, Hall's vehicle continued into the parking lot of the private business where it collided with an unoccupied white 2011 Mini Cooper. Hall's vehicle then collided with a post of the awning on the front of the business. The post hit the building causing damage to the building.

San Angelo Police arrived on scene and made contact with Hall and Dominguez. Hall showed signs of intoxication. Dominguez was transported to Shannon Medical Center for her injuries sustained during the crash. Nineteen year old Jose Garcia, a passenger with Dominguez, was also transported to Shannon Medical Center with incapacitating injuries.

Due to the nature of the injuries and Hall showing signs of intoxication, Sgt Todd Dornhecker and Officer Brian Bylsma with the Traffic Division and Detective Adrian Castro responded to the scene to conduct an investigation.

At the conclusion of the investigation, it was determined Hall failed to yield the right of way to Dominguez while making a left turn. Due to Hall being intoxicated and being involved in a traffic crash where serious injury occurred, Hall was placed under arrest and transported to the Tom Green County Jail where he was charged with Intoxication Assault with a Vehicle.

The men and women of the San Angelo Police Department received a sweet surprise from SAISD students yesterday during a special Valentine's Day Card Presentation.

Students from the Fannin, Fort Concho, and Santa Rita Elementary schools arrived to the Chief's Conference Room carrying a large, specially decorated Valentine's box filled with thoughtful, hand-made cards.

Several Officers and civilian staff members gathered as Police Chief Tim Vasquez expressed his gratitude towards the children and community as a whole for all the support they have shown.

This is the second year students have participated in the project, one we hope will continue.

After the presentation, the students were invited to visit with Officers before they were given a close-up look inside one of the patrol vehicles.

The San Angelo Police Department Traffic Division is continuing their investigation into a single-vehicle rollover crash that occurred on Bentwood Country Club property last night.

Officers were dispatched to the 1700 block of the W Loop 306 Frontage road around 9:00 p.m. for the report of a rollover crash with trapped occupants. Officers arrived to the dispatched area but did not initially locate the scene. Officers then located the involved vehicle, a silver 2004 Toyota 4 Runner, about three-tenths of a mile away on a maintained private road that runs north and south from the Loop 306 frontage road. The maintained road belongs to Bentwood Country Club.

The vehicle's driver, a 17-year-old male, was transported to Shannon Medical Center by ambulance for treatment of incapacitating injuries. He is reported to have undergone extensive surgery and remains in intensive care. The front passenger, a 15-year-old male, was also transported to Shannon Medical Center by ambulance for treatment of unknown incapacitating injuries. Two other male passengers, ages 15, were evaluated at the scene and later released to their guardians. Two additional male passengers, ages 15 and 16, were reported to have left the scene prior to first responders? arrival.

Evidence at the scene indicates the driver was operating the vehicle at an unsafe speed on the caliche road when he lost control of the vehicle, causing it to roll multiple times before coming to rest on the vehicle's right side.

The driver appears to have been the only one wearing a seatbelt at the time of the crash; however, police have not yet been able to speak with all of the passengers. One passenger was reported to have been traveling in the back cargo area, as this vehicle is designed to restrain five passengers. Another passenger was ejected from the front windshield.

Names are not being released at this time. This incident is still under investigation and more information will be released when it becomes available. Charges may be forthcoming pending the outcome of the investigation.
